Statement from Universities Norway on Academic Freedom and Institutional Autonomy

Universities Norway (UHR) strives to promote academic freedom, institutional autonomy, and the role of knowledge in society. Knowledge is global and should be free and independent.

UHR is concerned that academic freedom is under pressure, also in countries where these values have long been taken for granted.

Making financial support to universities and university colleges contingent on political demands can undermine both academic freedom and institutional independence. Such conditions may also lead to declining trust in research and higher education. Academic freedom and the institutions’ right to self-governance are crucial for both society and democracy.

Free universities and university colleges are essential to understanding and solving major societal challenges – such as climate change, pandemics, and social inequality. More international collaboration is required to share knowledge, research data, and facilitate exchange of students and researchers.

UHR urges universities worldwide to protect academic freedom, freedom of expression, and the right to exchange ideas. We will continue to support our international partners in their work for free and independent universities.
