The Norwegian Association of Higher Education Institutions (UHR) is a co-operative body for higher education institutions in
UHR facilitates co-operation and co-ordination among Norwegian higher education institutions. Furthermore, UHR advocates shared positions on central issues concerning higher education and research policy towards the Norwegian government, parliament and the wider society.

Dr Gunnar Stave served as the president of UHR from 2005 to 2007.
Higher Education in Norway - Fifty years of development (pdf) by Dr Per Nyborg, provides a concise historical overview of the development of higher education in Norway and the role of UHR and its predecessor organisations. Dr Nyborg served as the secretary general of the Norwegian Council of Universities from 1991 to 2000 and the first secretary general of UHR from 2000 to 2001.
UHR is a collective full member of the European University Association.
